Connecticut does NOT require telemarketer registration, a license, or a surety bond. However, the state has some of the strictest telemarketing conduct rules in the country, enforced by the Department of Consumer Protection. SB1058 (effective October 2023) allows penalties up to $20,000 per violation. No oral purchase agreements are binding — written signed contracts are required. Callers must identify themselves within 10 seconds. Mobile phone marketing requires prior express written consent.
