New York Do Not Call Registry (transferred to Federal NDNC)

Telemarketers must scrub against the Federal NDNC. NY consumers register through the DOS website or directly through the FTC. Key distinction from states like Florida: there is no separate state list to scrub — federal NDNC compliance covers both state and federal DNC obligations. However, GBL § 399-z imposes its own penalty structure ($20,000/violation) on top of federal penalties for calling DNC-registered numbers. Telemarketers must also maintain entity-specific DNC lists and offer DNC opt-out at the start of every call (Nuisance Call Act, effective March 2020).
