Additional Notes

Hawaii's telemarketer registration status is ambiguous. The Telemarketing Fraud Prevention Act (HRS Chapter 481P) requires a certificate of registration with the DCCA, but major industry sources list Hawaii as not actively enforcing registration. All telephone solicitors must maintain records for 2 years. No surety bond is required. The Hawaii Do Not Call List Act prohibits calls to registered residential numbers. Contact the DCCA Office of Consumer Protection at (808) 587-3222 for current registration requirements.

Hawaii does not require separate individual salesperson registration. Only the business entity is required to hold a certificate of registration with the DCCA under HRS Chapter 481P.

Apply Before Your First Call

Operating as an unregistered telemarketer in Hawaii is a separate violation from consent or calling-hours violations. You can be penalized $500 per call even if every other aspect of your operation is compliant.
