Pennsylvania maintains a SEPARATE state Do Not Call list (established 2002) administered by the AG's Office. ALL telemarketers — even those exempt from registration — must purchase the DNC list ($495/year with quarterly updates in Jan, Apr, Jul, Oct). Telemarketer registration: $500 biennial fee with a $10,000 surety bond (or $50,000 cash/CD/government bond deposit). Registration valid for 2 years. Registration required at least 30 days before transacting business. Permitted hours: 8am-9pm. Penalties: non-registration can result in up to 2 years imprisonment + $5,000 fine + telemarketing ban. DNC violations: up to $1,000 per call ($3,000 if consumer is 60+). Restricted calling dates around state holidays. Consumer enrollment: 1-888-777-3406.
Federal National DNC Registry (Always Required)
You must scrub the federal list regardless of whether Pennsylvania has its own list. There is no opt-out from federal DNC compliance.
