  • Individual salesperson registration is not separately required in Pennsylvania — individual telemarketers must be listed on the business registration application

Must register with the PA Office of Attorney General at least 30 days BEFORE offering goods or services. $500 fee, $50,000 bond, biennial (2-year) registration — making it one of the few states with non-annual renewal. Failure to register carries up to 2 years imprisonment and $5,000 fine. DNC violations are $1,000 per call ($3,000 if victim is 60+). Must purchase PA DNC list and scrub within 30 days. Exemptions include federally/state-licensed businesses, established retail businesses, and companies with 5+ years of operation.

Pennsylvania does not require separate individual salesperson registration. However, the business registration application must include a list of all telemarketers currently employed by the business. Individual callers are covered by the business registration.

Apply Before Your First Call

Operating as an unregistered telemarketer in Pennsylvania is a separate violation from consent or calling-hours violations. You can be penalized $1,000 per call even if every other aspect of your operation is compliant.
