West Virginia DOES require telemarketer registration at least 60 days before commencing business — one of the longest advance registration periods of any state. Enforcement is through the West Virginia Attorney General's Consumer Protection Division. WV has B2B and established business relationship exemptions. First 5 area codes are free through the FTC portal.
