Rhode Island does not maintain a separate state-specific DNC list but has strict telemarketing registration requirements under the Telephone Sales Solicitation Act (TSSA, R.I. Gen. Laws § 5-61). Telemarketers must register with the AG's Consumer Protection Unit at least 10 days before doing business. A minimum $30,000 surety bond, letter of credit, or CD is required (AG may set higher amounts). Annual renewal required. VERY restrictive calling hours: Mon-Fri 9am-6pm, Saturday 10am-5pm, NO calls on Sundays or holidays. Penalties: civil penalty up to $10,000 per violation; criminal penalties including up to 1 year imprisonment for willful violations. Rhode Island also has restricted calling dates around state holidays.

You must scrub the federal list regardless of whether Rhode Island has its own list. There is no opt-out from federal DNC compliance.
