State DNC registry requirements for Virginia
You must scrub against BOTH the federal National DNC Registry AND the Virginia state DNC list before making calls in this state. Scrubbing only the federal list is not sufficient.
National Do Not Call Registry (Virginia relies on federal NDNC via VTPPA)

Virginia does NOT maintain a separate state DNC list and has NO state telemarketer registration requirement or fee. The Virginia Telephone Privacy Protection Act (VTPPA, §§ 59.1-510 to 59.1-518) prohibits calling numbers on the federal NDNC and provides state enforcement authority. Text messages are covered — consumers can opt out by replying "UNSUBSCRIBE" or "STOP," and the request must be honored for at least 10 years. Consumer registration is free and permanent through donotcall.gov. Exemptions: political, charitable, and survey calls. Penalties: up to $5,000 per violation; federal TSR penalties up to $43,792 per call. AG has enforcement authority.

You must scrub the federal list regardless of whether Virginia has its own list. There is no opt-out from federal DNC compliance.
