Utah is one of the most aggressive telemarketing enforcement states and has one of the most complex registration applications (40-50 pages). $500 fee plus tiered bond: $25K for small clean companies, $50K for 10+ employees, $75K if prior violations. Background checks and fingerprints required for all key personnel. Application requires copies of all sales scripts, compliance policies, and prize terms. Bond must remain in force 1 year after ceasing operations. Penalties up to $2,500 per call. Criminal charges possible for fraud.

Utah does not require a separate individual salesperson registration. However, all owners, officers, directors, and key employees must undergo background checks and fingerprinting ($20 each + fingerprint costs) as part of the business registration application. This is one of the most thorough vetting processes in the country.

Operating as an unregistered telemarketer in Utah is a separate violation from consent or calling-hours violations. You can be penalized $2,500 per call even if every other aspect of your operation is compliant.
